Trade with Confidence

Why One Union Solutions is trusted with leading technology brands in Iceland

We navigate the logistics, regulations, and compliance, connecting global businesses to a growing digital economy. We help you import compliantly, reduce risks, and accelerate your time to market.

Importer of Record Services

Your site receives the goods. We handle the import.

A customer order, office rollout or data center installation involving imported goods needs more than a receiving address. When the recipient cannot take on the importer role, One Union Solutions acts as an IOR service and brings the customs file, product preparation and import-charge handling together.

Our import and export experience covers a broad range of commercial goods. Servers, networking hardware, telecom equipment, business equipment and replacement parts are important uses of our service. We prepare each import around the actual goods, transaction and intended use.

What we do

One team to organize the import work

Prepare a consistent customs file

We review classification, origin, value and shipment purpose, then align the invoice, packing information and transport records. Your team receives focused requests for the evidence needed to prepare the declaration.

Manage conformity and approval work

We review manufacturer evidence and manage applicable document preparation, applications, testing coordination and follow-up. Your team supplies technical information and required signatures without having to organize every process independently.

Act as IOR Service through customs clearance

We organize importer information, broker filing and payment of the identified import charges. We coordinate responses to customs authorities using the shipment’s supporting documents.

Coordinate release and the import records

We communicate the customs outcome to the freight forwarder, transport and receiving teams, provide relevant entry records and maintain the importer-side documentation. Freight and site delivery are identified separately in the quote.

Your team's contribution

You provide accurate goods and transaction details, available manufacturer documents and the receiving contact. You approve the quote and arrange the identified funding. We explain any additional evidence needed as preparation develops; a complete technical file is not required to start your enquiry.

From enquiry to import records

A clear path for your Iceland shipment

Each stage gives your operations team a useful next step, with One Union Solutions responsible for the IOR Service work.

Share the shipment

We use your goods, origin, destination, purpose and required date to prepare a quote with import-cost assumptions and the information needed to proceed.

Prepare the entry

We organize the customs documents and applicable conformity or permit work, coordinate missing manufacturer evidence and align the filing and funding arrangements.

Clear the goods

We act as IOR Service, organize declaration filing and charge handling, and coordinate customs enquiries. The release decision provides the next instruction for the transport team.

Complete the handoff

We coordinate the release information with the carrier and recipient and provide relevant import records. Any quoted delivery work follows the receiving site’s requirements.

A useful cost breakdown

What goes into your Iceland IOR Service quote?

Your quote separates One Union Solutions service, government charges and external costs so procurement and finance can plan the import.

One Union Solutions IOR service

The fee reflects the goods, transaction and preparation work. We identify the importer and document work covered, approval-management scope and any separately priced additions.

Customs duty, VAT and applicable levies

The estimate uses the Icelandic tariff classification, supported customs value, origin and shipment purpose. A zero duty rate does not remove import VAT or other applicable charges.

Product preparation and outside charges

Testing, inspection, certification-body, government or permit charges are shown when relevant. Managing this work does not mean every outside charge is included in the IOR Service fee.

Brokerage, freight and site delivery

We show relevant brokerage and any quoted transport or delivery. Mode, package dimensions, weight and the receiving location affect these costs. Storage or customs-examination charges can arise during the actual movement.

We explain the assumptions, included and excluded costs, and funding needed before import. Send your available goods value and packing details, including for FOC shipments. Tell us whether delivery means a loading dock, warehouse or equipment room; unloading and installation must be identified separately.

Prepare once, with a purpose

The information that supports your import

Start with a short summary. We request the fuller documents during preparation and explain what each enables us to do.

The manufacturer, model, quantity and condition help identify the goods for the correct HS code under Icelandic tariff classification and match conformity evidence to new, used, refurbished or modified equipment.

The invoice or pro forma details, commercial invoices, currency and sale or FOC purpose describe the transaction and support valuation. For FOC goods, provide available purchase records, comparable values or other evidence rather than using zero as the customs value.

The seller, goods owner, recipient and delivery term help distinguish the commercial parties from the IOR Service and align the customs file, import-charge funding and destination handoff.

The packing list, package sizes, weights and relevant serial numbers help match the physical consignment to its records, plan transport and identify equipment for a temporary import, repair or return.

The dispatch country, manufacturing origin and origin proof, such as a certificate of origin, help plan the movement and evaluate any preferential tariff claim. The country of dispatch and the goods’ qualifying origin are separate facts.

The air waybill or bill of lading and freight or insurance information help connect the consignment to the entry and establish relevant transport costs in the customs value.

Specifications, label photos, declarations and test evidence help check product conformity and organize any missing manufacturer, laboratory or permit work for the actual model and intended use.Iceland Revenue and Customs, known as Skatturinn, specifies the documents and invoice information used for import clearance. We prepare the filing information from your records and coordinate applicable licenses and permits, import documentation and origin evidence. A packing list and serial-number list are useful preparation inputs; the required customs file follows the shipment’s circumstances.

The importer, broker and receiving site have different roles

Import without your own Icelandic importing company

One Union Solutions acts as your IOR Service; the receiving site can remain the delivery recipient or consignee. We organize the importer details, customs documents and charge handling. A customs broker files the declaration as representative rather than becoming the importer simply by submitting it.

EEA membership does not remove the customs border

Iceland participates in the European Economic Area (EEA) but is outside the EU customs union. A shipment from an EU warehouse still needs Icelandic import clearance. Product conformity, customs duty and VAT are separate questions: EU dispatch or a CE mark does not resolve all three. The EFTA explanation of the EEA Agreement sets out this distinction.

Importer identification and continuing responsibilities

Icelandic customs records use the importer’s kennitala, an identification number. We handle the importer information for our IOR Service  role. Iceland does not issue EU Economic Operators Registration and Identification (EORI) numbers; an EU EORI is not a substitute for the Icelandic importer details. See Skatturinn’s EORI guidance.

Your team remains responsible for accurate goods, ownership, origin and end-use information. We maintain the import documentation and coordinate importer-side follow-up. If your business also makes domestic supplies or carries out other activity in Iceland, its VAT obligations need separate treatment; our IOR Service  appointment does not remove them. Skatturinn explains VAT registration and foreign-business obligations.

FOC describes the payment, not the customs value

For a qualifying sale, valuation starts with the transaction value and the required adjustments. Where nothing is paid, or payment is merely nominal, Iceland‘s customs rules require alternative valuation methods. A pro forma invoice or “no commercial value” wording does not establish a zero customs value. For an internal deployment, evaluation unit or no-charge replacement, explain why the goods are moving and provide available value evidence. We prepare the supported valuation approach and account for applicable freight, handling and insurance to the place of import. FOC status does not automatically remove duty, VAT or product requirements. The current customs-treatment regulation, Article 52, explains no-payment valuation and transport-cost treatment. We use the shipment’s evidence to apply the appropriate method rather than declaring an arbitrary amount.

IOR Service
Classification, origin and tax

What determines Icelandic duty and VAT?

Duty is determined by the goods’ tariff classification and applicable origin treatment. We check the actual equipment and any preference claim. Goods shipped from a European warehouse do not automatically acquire preferential European origin; qualifying production and valid proof matter. We use Skatturinn’s current origin guidance for relevant Pan-Euro-Mediterranean (PEM) claims.

Iceland‘s standard VAT rate is 24%; an 11% reduced rate applies to specified categories. Ordinary IT equipment generally uses the standard rate. Under Article 34 of the VAT Act, import VAT is calculated on the customs value plus duty and other charges imposed at customs clearance. Duty-free goods can therefore still have VAT to fund.

For a simple illustration, an import with an ISK 1,000,000 VAT base at 24% has ISK 240,000 import VAT. This assumes the stated tax base and rate and no applicable VAT relief; it excludes One Union Solutions fee and separately charged costs. Your actual estimate uses the classified goods and shipment records.

VAT recovery is not an automatic saving in the quote. Entitlement follows the eligible business’s registration, taxable use and supporting records. We align import records with the transaction you provide. Skatturinn’s VAT guidance explains rates and input-tax conditions.

Prepare the equipment you are actually shipping

We organize the relevant customs and regulatory compliance work from the model, configuration and intended use. Your manufacturer supplies the technical evidence; One Union Solutions manages the import preparation and follow-up.

Servers, networking and electrical equipment

Equipment within Iceland‘s applicable conformity rules needs the relevant CE marking and supporting evidence. We match the exact model and power configuration to the declaration of conformity, label information and technical records. A CE mark alone is not a complete manufacturer file.

Where evidence is missing or does not match the equipment, we coordinate manufacturer responses, technical-file preparation and any required testing or conformity work. The manufacturer retains its product obligations and signs the required declaration; an IOR Service  appointment does not create a product certificate. See HMS guidance on CE marking and our IT-equipment IOR guide.

Wireless and radio equipment

For wireless access points, mobile equipment, microwave links and other radios, we review conformity evidence and the configured frequency bands, transmit power and intended location. Product conformity and permission to use a frequency are separate checks. Some bands operate without an individual allocation; other uses require a frequency authorization.

We manage the applicable application documents and follow-up with Fjarskiptastofa, the Electronic Communications Office of Iceland. Your manufacturer provides technical specifications; the operator supplies deployment details and any required signatures. The operator remains the appropriate licence holder where the rules require it. See the authority’s frequency-use and application guidance.

Batteries and battery-powered equipment

Tell us whether batteries are installed, packed with equipment or shipped separately. Chemistry, watt-hour rating, condition and packing arrangement affect transport preparation. We coordinate the relevant carrier requirements and request the manufacturer’s test evidence and battery information.

Flag damaged, defective or recalled batteries before transport is booked. The available mode and carrier acceptance need specific checking. IATA’s battery guidance explains the air-transport considerations; requirements also differ for sea transport.

Recycling charges and product responsibility

Electrical and electronic equipment, batteries and packaging can attract Icelandic recycling fees in addition to duty and VAT. We check the applicable customs category and fee basis, including the material and weight of packaging, and identify the charges in your quote.

Send battery details and available product and packaging weights. We also identify relevant product-responsibility tasks during preparation rather than treating customs release as the end of every obligation. The Recycling Fees Act sets out the categories and responsibility; Skatturinn publishes the fee categories used in customs reporting.

What affects your Iceland delivery plan?

Share your required date and exact receiving location before the goods leave. We organize the sequence across product preparation, customs documents, transport, clearance and destination handoff.

Existing valid evidence: we match it to the model and configuration, complete the customs file and organize filing and funding. Missing or mismatched evidence: we manage manufacturer requests and the testing, application or permit work needed before the relevant shipment stage.

For a data center delivery, provide crate dimensions, handling limits, delivery booking requirements, access restrictions and the receiving contact. We align the quoted handoff with those details. Transport availability, customs enquiries or examinations and site access also affect the plan.

Tell us if the equipment must be operating on a particular date, rather than merely delivered, so we can distinguish the arrival deadline from the receiving site’s handling and installation schedule.

Used equipment, demonstrations, repairs and returns

Used or refurbished equipment

We prepare imports of used and refurbished business equipment using its condition, modifications, serial numbers and supported value. Used status does not automatically remove VAT. We check whether manufacturer evidence still matches the equipment and prepare the customs file for its intended use. Identify goods intended for reuse separately from goods being sent for recycling or disposal so the correct movement requirements are reviewed.

Demonstrations and temporary use

For equipment that will leave Iceland again, send the activity, intended stay and re-export plan before dispatch. We organize the relevant temporary-import application, security and identification records. The process must also be closed with customs-confirmed re-export; an outbound carrier receipt alone should not be treated as completion.

An ATA Carnet can support qualifying professional equipment, exhibition goods and commercial samples. We check the purpose and route against the applicable conditions. See Skatturinn’s temporary-import guidance. Temporary entry does not itself authorize radio use or remove product requirements.

Repairs, warranty replacements and returns

A unit entering for repair, a replacement supplied FOC and previously exported equipment returning to Iceland are different transactions. We review prior entry or exit records, serial numbers, repair details and warranty evidence to prepare the correct customs import declarations and check any available relief. “Warranty replacement” or “return” on a label does not establish an exemption.

Controlled equipment, parties and end use

Provide the dispatch origin, parties, end user and intended use. We review controls relevant to the actual movement and coordinate applicable import documents. Origin-country export rules remain separate from Icelandic import laws and import clearance. US-origin or other items subject to the Export Administration Regulations (EAR) require the appropriate export or re-export analysis; the customer’s headquarters location alone does not establish that jurisdiction. See the BIS jurisdiction guidance.

Delivery terms and the transaction

How does the IOR service support DDP or DAP?

We support your Icelandic import by acting as IOR Service and aligning the customs file, import funding and quoted delivery responsibilities with the transaction.

Under Delivered Duty Paid (DDP), the seller takes responsibility for import clearance and import charges, including all duties and taxes. Under Delivered at Place (DAP), the buyer takes those responsibilities. Both require a named destination. The delivery term allocates contractual work and costs; it does not supply importer identification or product conformity.

Send the term, named place and seller, owner and recipient details. We align the IOR  Service appointment and charge handling with that information. Unloading and installation need their own clear treatment. The ICC Academy explanation of Incoterms® 2020 sets out the delivery responsibilities.
