A quote explaining import costs and how to proceed
We navigate the logistics, regulations, and compliance, connecting global businesses to a growing digital economy. We help you import compliantly, reduce risks, and accelerate your time to market.
You may be fulfilling an equipment order, sending hardware to an Albanian office or supplying a project site. A receiving address does not by itself provide the importer needed for customs. One Union Solutions acts as your IOR Service and brings the shipment documents, product requirements and clearance work together.
Our experience spans a broad range of commercial goods and IT equipment. Servers, networking hardware, telecom equipment, industrial equipment and business spare parts are relevant uses of our service. We prepare each import around what the goods do, how they are supplied and how they will be used.
We review classification, value and origin, then reconcile the invoice, packing list and transport details. You receive focused requests for missing information before it becomes a customs query.
We check the existing technical evidence and manage applicable document preparation, applications, manufacturer coordination, testing arrangements and follow-up. Your team supplies the model information and required signatures without having to organize each process independently.
We handle the importer-side registration and payment coordination, organize the customs filing with the broker and manage responses to questions about the goods and supporting documents.
We communicate release status to the transport and receiving teams, provide relevant import records and retain the records needed for the IOR Service continuing customs obligations.
You provide accurate goods and transaction details, available manufacturer documents and the receiving contact. You approve the quote and arrange the identified funding. A complete technical file is not required to start your enquiry.
We use your shipment summary to establish the pricing inputs and identify missing information. Your quote separates the service, estimated import charges and next steps.
We align the customs documents, manage applicable product work and organize the import instructions. You receive the document requests and shipment details needed before dispatch.
We coordinate the declaration, duty and VAT handling, and responses to customs requests. We keep the transport team informed of release status and any information needed from you.
We coordinate the customs release handoff. Your file includes the customs declaration and available release and duty/VAT payment records, plus delivery records when delivery is included. The quote identifies the transport work and handoff point.
Your quote separates One Union Solutions service, government charges like customs fees and import duties, and external costs so your operations and finance teams can plan the import.
The fee reflects the goods, transaction, documentation and import work. We identify the service work covered and any separately priced additions.
The tariff code, supported customs value and origin determine the duty estimate. Albania’s standard import VAT rate is 20%; a shipment-specific exemption must be established before it is used in the estimate.
Testing, translation, inspection, certification-body or authority charges are identified when relevant. Managing these processes does not mean every external charge is included in the IOR Service fee.
We identify relevant brokerage and any included freight or delivery. Shipment size, mode, route and receiving location affect these costs. Storage, handling or examination charges can arise from the actual movement.
We explain the estimate’s assumptions, inclusions, exclusions and payments needed before import. Send the available goods value even for FOC shipments. Duty and VAT are separate from the IOR service fee, and a duty preference does not automatically remove import VAT.
Sales and FOC values · Duty, VAT and origin · Equipment requirements · Temporary imports and returns
Start with a short shipment summary. We request the fuller documents as preparation moves forward and explain what each enables us to do.
The manufacturer, model, quantities and condition help identify each item for classification and product checks. Tell us whether the goods are new, used, refurbished or modified.
The commercial invoice, currency, parties and sale or FOC purpose support the declaration and customs value. For FOC goods, explain why they are supplied without payment and provide available purchase or other valuation records.
The packing list, weights, dimensions and serial numbers help match the shipment to its documents and plan handling. Serial numbers are particularly useful for equipment that will be re-exported, repaired or returned.
The dispatch country, manufacturing country of origin and origin evidence help distinguish the transport route from the goods’ origin and determine whether a preferential duty claim can be supported.
The transport document, Albanian destination and receiving contact help align the air waybill, bill of lading or road consignment note with the customs entry and organize release and receiving-site handoff.
Specifications, labels, a certificate of conformity, and test evidence help match the compliance file to the actual model and configuration. For radio products, include frequency bands, transmit power and available user instructions.
Albanian Customs identifies the declaration, invoice, transport document and packing list as core import documents, with additional evidence for preferences and other applicable measures. We prepare the declaration and coordinate the supporting file around its import-document requirements. The seller, importer, consignee and recipient must be described accurately rather than treated as interchangeable parties.
One Union Solutions acts as your IOR Service, so the receiving customer or site does not have to take on that role simply to receive the goods. Albania‘s Customs Code generally requires the declarant to be established in its customs territory, with exceptions for specified movements. Your customer’s existing importing capability is another route where it fits the transaction.
A customs broker files under authorization. Direct representation means acting in another party’s name; indirect representation means acting in the representative’s own name for another party. Appointing a broker alone does not establish who will fulfill the importer obligations under local customs regulations. See the Customs Code’s registration, representation and declaration provisions.
Albanian Customs instructs companies to register their NIPT, the business tax identification number, in ASYCUDA World, its customs processing system, before carrying out customs procedures. We handle importer-side setup and filing coordination for the IOR service; your foreign company does not need its own Albanian import account for this route. See the customs registration instructions.
Tell us who will own the equipment, who will receive it and whether it is for resale or the site’s own use. We align those facts with the entry and handoff records. Customs release does not end broader customs compliance requirements or record obligations, and the IOR service does not automatically establish your company’s right to recover Albanian VAT.
FOC describes the transaction: your customer or site is not paying for those goods. It does not make business equipment a personal gift or automatically remove duty, VAT or product requirements.
For a sale, customs valuation normally starts with the price paid or payable for export to Albania, with the required adjustments. When there is no qualifying sale, another permitted valuation method is needed. We organize the supporting value information using Albanian Customs’ valuation guidance.
For an internal deployment, loan or warranty shipment, provide the purpose, ownership and available purchase or comparable-value records. We coordinate a customs-purpose invoice and supporting explanation that distinguish the declared goods value from the amount payable. We also identify freight and insurance information relevant to the valuation.
Albania‘s relief for occasional personal gifts concerns qualifying individual-to-individual shipments. A company sending FOC equipment to an Albanian business should not use that personal-gift description.
We determine the Albanian tariff classification from the product’s function and specifications, then check the applicable duty treatment. A supplier’s HS code is a starting point; a mixed shipment of computers, network equipment, batteries and spare parts should not be assigned one rate simply because everything supports the same project.
Albanian Customs publishes a standard import VAT rate of 20%. Your quote identifies duty and VAT separately and shows the VAT calculation base, the estimated tax amount and the customs-value and import-charge assumptions used. A customs-duty reduction is not a VAT exemption, and VAT recovery should not be assumed from the fact that your company is paying for the shipment.
Shipping from the EU is not the same as qualifying origin – Preferential duty requires the relevant origin rule and supporting proof. Equipment made elsewhere does not acquire qualifying origin merely by passing through an EU warehouse. We review the manufacturing origin, supplier evidence such as certificates of origin, and applicable free trade agreement before using a preference in the estimate. See Albanian Customs’ preferential tariff information and proof-of-origin guidance.
The model, configuration and intended use determine the preparation. We manage the applicable import-related approval and documentation work; your manufacturer supplies the technical evidence that supports it.
Wi-Fi, Bluetooth, cellular and other radio-enabled products need a model-specific conformity review. Albania‘s radio-equipment framework addresses conformity evidence, CE marking, importer identification, permitted spectrum use and Albanian-language user and safety information.
Send the exact models, bands, transmit power, label photos, declarations and available test reports. We coordinate missing manufacturer evidence, required instructions and labeling, and applicable notification or conformity work. A CE logo alone does not describe the complete file or establish that every operating band can be used. See AKEP’s conformity resources and the radio-equipment technical rule.
Provide the product function, configuration, power supply and available safety and electromagnetic-compatibility evidence. We distinguish wired hardware from products with embedded radio functions and prepare the classification and applicable conformity file accordingly.
For assembled racks or mixed equipment orders, identify the individual units and accessories. This helps us align invoice descriptions, package contents and any separate product requirements rather than treating the entire deployment as one undefined item.
Power supplies, UPS units, control equipment and machinery need preparation around their actual ratings, function and use. We review the model documentation, identify the applicable safety and conformity work, and coordinate the manufacturer’s declarations, technical material or testing needed to complete it.
Include nameplate photos, electrical ratings, manuals and existing conformity records. Tell us whether the equipment is supplied as a finished product, a spare part or part of a larger installation.
Lithium batteries introduce transport requirements as well as customs preparation. Tell us the battery chemistry, capacity, condition and whether batteries are shipped alone, packed with equipment or installed in it.
We coordinate the relevant transport documentation and packaging information with the shipper and carrier. Provide the manufacturer’s battery test information and any available test summary. Air transport must also meet the applicable IATA battery-shipping requirements; customs release does not replace carrier requirements.
Medical equipment, aviation components and equipment for the automotive industry can have requirements beyond an ordinary hardware entry. Describe the precise product, end use and existing manufacturer documentation when you enquire.
We organize the import-document and applicable approval work around the product’s actual category. The customs route, specialist product process, necessary import permits and any additional external costs are identified separately, rather than assuming one generic license covers every commercial shipment.
Your required date, document readiness, transport route and receiving-site access shape the plan. We separate preparation from transit, customs clearance and the handoff so your team can see what needs to happen before the equipment can be delivered.
Send the required date and available model information first. With a complete, matching product file, preparation focuses on the customs documents and transport coordination. Where evidence or an applicable approval is missing, we organize that work with the manufacturer and identify the input needed before dispatch.
Customs can request further documents or inspect the goods. We manage the response and communicate the resulting shipment status. For air, road or sea movements, tell us the receiving location, unloading needs and any appointment requirement; the quote identifies the transport work and handoff point.
Provide the condition, refurbishment details, serial numbers and evidence supporting the value. We review the equipment as it will be shipped, including modifications that affect its conformity file. Tell us if goods are nonfunctional or intended for disposal so we can distinguish reusable equipment from waste.
Goods entering for a demonstration, trial or temporary project need a return plan. Albania‘s temporary-admission procedure can provide full or partial duty relief for qualifying goods intended for re-export. We manage the procedure preparation, identification records and any required security, and coordinate the re-export evidence. Send the use, serial numbers and planned return date before dispatch.
Tell us whether the original unit is returning, a different replacement is arriving or goods are entering Albania for repair. We use prior declarations, serial numbers and repair or warranty records to determine the suitable procedure and supporting documents. A warranty label or FOC invoice alone does not establish relief. The Customs Code provides distinct rules for returned goods and processing movements.
Provide the end user and intended application for equipment with encryption, dual-use or other controlled functions. We coordinate the import review with the exporter and manufacturer so any relevant origin-country export authorization is addressed before dispatch. An Albania IOR service does not replace the exporter’s obligations.
Delivered Duty Paid (DDP) places import clearance and the relevant import costs with the seller. One Union solutions IOR service supports the importer and customs work needed for that delivery arrangement. The quote states whether freight and final delivery are also covered. Delivered at Place (DAP) normally leaves import clearance and import charges with the buyer. If the buyer needs One Union Solutions to act as IOR Service, arrange that responsibility before shipment and identify who will fund the charges. An Incoterm allocates contract responsibilities; it does not create an import registration or replace product requirements. Share the term, named delivery place and sale or FOC purpose so we can align the importer, transport and payment instructions.
