Can One Union Solutions support your Bangladesh import?

Yes. One Union Solutions can review your case and, when we approve it, work inside the Bangladesh import path. This is for foreign suppliers, original equipment manufacturers (OEMs), value-added resellers (VARs), cloud and data-center teams, medical-technology companies and project operators that do not have a suitable local importing setup. Bangladesh does not use “IOR Services ” as one single licence that covers everything. A working path is built from these pieces: the party that the law can treat as the importer; the right Import Registration Certificate (IRC) and Business Identification Number (BIN); the Bill of Entry in ASYCUDA World; Bangladesh Single Window permit work; and any product-authority rules that apply. A clearing and forwarding (C&F) agent can file a declaration, but that does not automatically make the agent the importer. So the main decision must be made before the goods leave: who will import, which customs procedure will be used, and which approvals must already be in place.

For business and security reasons, we share local company details during qualified onboarding, when that is the right time. Every shipment still needs a review of the product, the people involved, how the goods will be used, the destination, customs and regulator rules.

Bangladesh’s Customs Act defines importer and agent as separate roles. In practice, the customs broker or C&F filing path must be built around an importer that can be supported. The agent is not a stand-in for that importer. A shipment is not ready just because you have an invoice and a freight booking. It is ready only when importer credentials, customs declaration data, Single Window permit work, product-regulator checks, the chosen customs procedure, and HS, value and tax assumptions all line up with each other.

IRC, BIN and Bangladesh’s two filing systems

Confirm the party whose legal and business facts support the importer role under the Customs Act. Do not assume the consignee, forwarder or C&F agent automatically qualifies as importer. Then confirm the right Import Registration Certificate and its current status for the importer and category. Bangladesh uses two systems for different parts of the same import. Register the relevant organisation or participant in Bangladesh Single Window and check BIN / Electronic Tax Identification Number (E-TIN) data. BSW is the certificate, licence and permit (CLP) work. It is not the customs declaration itself. BSW registration NBR BSW notice The shipping agent submits the Import General Manifest (IGM). The Bill of Entry / Single Administrative Document (B/E/SAD) is filed through ASYCUDA World by the importer or the nominated C&F path. Names, values, quantities, origin, HS and supporting documents must match each other. Bangladesh Customs import procedure Passing BSW does not pass the customs declaration. Passing one check does not pass the others.

Plan for the commercial invoice, packing list, waybill, origin, value declaration, payment instrument and required permits. The exact list changes by product and by deal.

Importer, C&F agent and when companies need IOR Service support

The business term “Importer of Record Service” must be matched to Bangladesh’s legal importer and declaration duties. A declaration can be filed by a C&F agent, moved by a forwarder and delivered to a consignee while a different party remains the importer. The Customs Act puts responsibility for declaration accuracy, document integrity, payment and customs duties on the person for whom the declaration is made. An agent filing on behalf of that party also has specified duties. Customs Act sections 81–82

Companies usually need Bangladesh IOR Services  support when a foreign OEM has no importing company and the buyer cannot or should not appear as importer, but the equipment must still go to a named Bangladesh end user; when data-center and cloud hardware such as servers, storage, network, wireless and power equipment need a coordinated importer, a BTRC/BSTI screen and a document pack at serial and model level; when telecom or radio-enabled equipment includes Wi-Fi, cellular, RF, satellite, microwave, Bluetooth or other radio functions that may change the approval path even when the product is mainly IT equipment; when medical or laboratory goods may bring DGDA and BAERA into the path because of medical-device status, intended use or radiation capability; when a warranty replacement or RMA must be treated as a normal import, a re-import, a temporary path or another supported procedure, with serial numbers and value lined up; when project, demo or temporary equipment should not use a permanent home-consumption entry because it will be sent back out or used under a controlled project path; and when a DDP sale into Bangladesh sets who pays for cost and delivery, but the shipment still needs a valid importer, customs filer and product-approval path.

Importer / commercial “IOR Service”

The party by whom, or on whose behalf, goods are imported, checked against the legal definition and the facts of the shipment. This party owns the importer decision, supports the declaration and carries the related duties.

Declarant

The party or authorised filer who submits the goods declaration. This party must give complete and correct declaration data and supporting documents.

C&F agent

A licensed customs-facing agent that may prepare or file the Bill of Entry and help with clearance. Filing does not make the agent the importer. The agent still has specified agent duties.

Shipping agent / carrier

Submits manifest / IGM data and moves the cargo. This does not solve importer eligibility or product approval.

Freight forwarder

Coordinates transport and logistics. The forwarder can help with documents and movement, but is not automatically the importer or the regulator applicant.

Consignee / buyer / end user

Receives, buys or uses the goods, depending on the deal. The label may affect importer status and permits, but it does not settle the role by itself.

DDP seller

Agrees in the sales contract to deliver duty paid. DDP itself does not create IRC, BIN, BSW access, importer eligibility or product approval.

Product and regulator checks for Bangladesh equipment

Broad labels such as “IT,” “electronics” or “medical equipment” are not enough. What the product does, the model, what it is made of, who will use it and how it will be used decide the path. Check BSTI, BTRC, DGDA, BFSA, DoE, BAERA and other agencies against the exact model. Foreign approvals do not automatically replace Bangladesh approvals. Relevant regulator portals and BSW are the starting points.

For servers, storage and standard wired IT, check the exact model and what it does. BSTI applies only if the product falls within a mandatory standard or another controlled category. Do not assume “IT equipment” is automatically exempt or controlled. BSTI list, Customs Hub For wireless, telecom and radio-enabled equipment, radio function, frequency, power, interface, user and model may trigger BTRC import, licensing or type-approval review. A wired product with built-in Wi-Fi, Bluetooth, cellular or RF still needs the radio check. Use the product standard and model, not a broad category label. BSTI e-service BSTI’s mandatory-products page says its current list contains 328 products and was updated on 1 July 2026. For medical devices and diagnostics, confirm DGDA classification or registration and the importer/applicant path. Add BAERA when radiation is involved. How the goods will be used, and the claims made about them, can change the regulatory classification.  Bangladesh Drug Administration – DGDA, For food, supplements or food-contact goods, check BFSA, BSTI, quarantine, labelling and any radiation or testing requirements. Ingredient, origin, shelf life and label evidence are specific to the product.Bangladesh Food Safety Authority – Import System For chemicals, batteries, refrigerants, waste or project equipment, check environmental controls, what the product is made of, hazardous characteristics and project or facility permits. Do not treat batteries or equipment that contains refrigerant as ordinary IT without a check. Department of Environment For radiation sources or radiation-generating equipment, confirm BAERA licences or permits, technical specifications, user and facility. A specialist review is required before the goods leave. 

For used or refurbished equipment, check current import policy, condition, age, remaining life, value, serial numbers and regulator acceptance. There is no blanket yes or no. The exact current rule controls. Do not ship based only on a generic commercial description.

Home consumption is not the only Bangladesh customs path

Bangladesh’s Customs Act recognises more than one customs procedure. A bonded, EPZ, economic-zone, temporary or re-import path is not just a small change from normal home consumption. Choose the procedure before you choose the shipment plan. Using the wrong path can make documents, exemptions or movement assumptions invalid. Customs Act

Home consumption

Use this when equipment will stay in Bangladesh and be released into the local economy. Settle standard importer credentials, permits, duties/taxes and the Bill of Entry path.

Temporary import

Use this when equipment is imported for a defined temporary use and is meant to be sent back out. Confirm whether it is allowed, plus security, period, identification and re-export controls.

Bonded / inward-processing

Bangladesh import requirements, duty and tax

These planning points change whether a B2B equipment shipment can go ahead. Confirm the importer path, IRC, BIN, BSW registration, ASYCUDA filing, documents, product controls and customs procedure before freight is booked. Confirm classification, origin, the basis used for customs value, and current tariff / Statutory Regulatory Order (SRO) treatment.   1. Importer credentials – Do the importer facts, IRC and BIN support the proposed role?

  3. BSW permit path – Are organisation registration and any certificate, licence or permit work identified?

How duty and tax are worked out

The result can change with the final Bangladesh HS classification; the product description, technical function and what the product is made of; country of origin and any valid preference; the actual price paid or payable, and required value adjustments; freight, insurance, assists, royalties or related-party considerations; the current tariff, SRO, exemption or concession; and whether the movement is home consumption, temporary, bonded, EPZ/EZ or another procedure. Depending on the exact classification and current law, a review can include customs duty, regulatory duty, supplementary duty, VAT, advance income tax and other applicable charges. One Union Solutions does not publish a fixed rate, because the correct result depends on the exact shipment and how the authority currently treats it.

The Customs Act starts from the actual price paid or payable, or the nearest amount that can be worked out, subject to the legal rules and possible tariff or minimum values. The client or manufacturer supplies product facts, model data and intended use: accurate datasheets, functions, composition, radio parameters, medical claims, battery/chemical data and serials. Shipments go on hold when people ship before the importer, IRC, BIN, BSW participant and required permit path are confirmed; assume a C&F agent, freight forwarder, consignee or DDP seller automatically becomes the legal importer; treat BSW registration or a CLP application as a stand-in for the ASYCUDA World customs declaration; use a generic HS code or a made-up low invoice value without technical and valuation support; choose home consumption when the intended use calls for a temporary, bonded, EPZ, EZ, re-import or RMA path; ship a model with Wi-Fi, Bluetooth, cellular, RF, satellite or other radio capability before BTRC screening; assume CE, FCC or another foreign approval automatically meets BSTI, BTRC, DGDA or another Bangladesh requirement; fail to check used or refurbished equipment against current import policy and product-regulator acceptance; allow manufacturer, model, quantity, serial, origin, value or consignee data to differ across the invoice, packing list, permits and declaration; withhold the true end user, how the goods will be used, a controlled feature, composition or project context; or try to import prohibited, sanctioned, counterfeit, deliberately misdeclared, deliberately undervalued or otherwise unlawful goods. There is no one rule for every IT product. Radio or telecom functions can trigger BTRC review. An electrical or electronic product can also fall within a BSTI mandatory standard. The decision must be made at model and function level against current regulator sources.
